The Servo project now manages syncing downstream WebRender (https://github.com/servo/webrender) via a GitHub Action that is a bit more flexible and easier to update. The job in mozilla-central can now be removed as a consequence.

This synchronization is now handled in the downstream repository by the
Servo project, so it can be disabled in mozilla-central.
