the goal here is to reduce the tests we run without reducing the risk significantly. Ideally in H2 there will be a push for completing the spi-nw work and we will expand coverage again.
Right now I want to keep all tests running on linux debug and minimal tests (browser-chrome/xpcshell) on osx/windows.
