1886049 - `WSRunScanner` should check whether inline editing host is next to block boundaries

Currently, the editing hosts of <div>abc<span contenteditable>def<br></span>ghi</div> and <div><span contenteditable>abc<br></span></div> are treated as same layout by WSRunScanner. However, first one should be treated as not in a block, but the latter one should be treated as in a block. So, the <br> in the first one should be treated as visible, but the latter one's should be treated as invisible.
