I've changed the favicon on my site. When Mozilla refresh page, the favicon isn't refreshed.

The favicon has been changed. This item file name didn't change, it is "fj.ico",
in the old version, as in the new. Perhaps is thi the cause, but if I refresh
the page, the favicon don't change ans persist in old version, although the rest
of the page is really refreshed.
Reproducible: Always
Steps to Reproduce:
1.change a favicon file but not change the filename
2.reload the page
3.favicon persist in old version
Actual Results:
I've cleared the caches, and the new version of favicon appeared.
Expected Results:
Mozilla should have refreshed the favicon and the page simultaneously

Bug 120466 claims just the opposite. And Phoenix should have a 'never expire'
cache /on purpose/, which is what you describe here.

Is your new favicon is on a local disk? If so, this is a bug 137819 dupe. Try a
newer build.
