I can reproduce this. But I'm not sure what is expected.
If we offer the option to "Remember decision for this site" and the user does use it, isn't it expected that the request can appear again?

I don't know how it should behave, thats the reason I've filed the issue. On Chrome I do not get the prompt if my phone location is OFF, on Firefox the location prompt appears regardless if my phone location is ON or OFF.

This sounds more like a UX/UI improvement request, and not a WebCompat bug per se. Let the Android team triage this.

If we prompt when the phone location is Off and Chrome doesn't, that should be a separate bug.
Chrome only offers "Allow while visiting the site" (permanent for the site I assume), "Allow this time" (temporary), and "Never allow" (permanent). (And now I can't get it to show me the location prompt in Chrome at all, even after clearing the site-setting for it and killing it.)
They simply don't have a "don't allow" (temporary). I know, not exactly news, and may not be part of the problem here.
