Steps to reproduce:
Go to any website that uses webauthn api (eg https://webauthn.io)and try to register the key.
Actual results:
The Yubikey led starts blinking, but the browser doesn't show the Yubikey PIN dialog or any dialog whatsoever. The same happens if you try to connect to a service with the Yubikey. Touching the Yubikey does nothing. If I change the "security.webauth.webauthn_enable_softtoken" setting to "true" via "about:config" tab, everything works as expected.
Expected results:
Firefox should show the "Please enter your device's PIN" dialog and then progress to the next steps of Yubikey authentication

Are you on macOS 13.6.5? There's a similar issue with prompts not showing there Bug 1886247.
You should not set security.webauth.webauthn_enable_softtoken to true. The virtual authenticator is for testing only and does not have persistent state.
