Preconditions
- One or more external monitors are connected.
Steps to Reproduce:
- Navigate to about:preferences.
- Utilize the "Find in Settings" search box to look for "certificates".
- Select the "Security devices…" button.
- Adjust the Device Manager window size by dragging it to the right.
Actual Results:
- It's possible to drag the Device Manager window beyond the visible webpage area, making it partially or entirely invisible.
- Without a scroll bar, the "OK" button becomes inaccessible.
Expected Results:
- The window should remain within the webpage's visible boundaries, ensuring its complete visibility.
- Alternatively, a scroll bar should be provided to access buttons that are not in view.
note:The "NSS Internal PKCS #11 Module" button on the left side of the "Device Manager" Window" is not fully displayed and must be resized to see the full name. However, after resizing there is a risk that some buttons will not be visible.

I can confirm this issue in Windows 10 and Uuntu 22 with 2 monitor setups on Nightly v126.0a1 and ESR v115.9.1esr (64-bit). This does not happen on setups with one single monitor.
