Details

We should have test values for topics, subscriptions, and buckets set up in docker/config/test.env for use when running the tests for Pub/Sub and GCS. The tests should delete everything, then run. When the tests delete everything, it shouldn't affect the local dev environment state.

Note that we didn't do this with SQS, but that was a mistake.
