User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:124.0) Gecko/20100101 Firefox/124.0

Steps to reproduce:

I added the same bookmark three times, when I wanted to delete it, it was not deleted. I closed and opened the browser and was able to delete one of them. When I turned it off and on again, I was able to delete another one.

Actual results:

Only one of the bookmarks added more than once can be deleted each time the browser is restarted.

Expected results:

If I can add the same bookmarks multiple times, I should be able to delete them too

[Tracking Requested - why for this release]: unable to delete bookmarks and history for same url .

And another scenario.

1. open a unique url bookmark.
2. Delete history of the url from Library
3. Delete bookmarks of step1

Cannot delete the bookmarks

OR

1. open a unique url bookmark.
2. Delete bookmarks of step1 from Library
3. Delete history of the url from Library

Cannot delete the history

I'm sure this is dupe of bug 1887736, because we're wrongly using the URI to distinguish, that bug will ensure we use the unique id instead.
