This is probably something that system administrators will want to do, so let's get it on file so we can add and document the policy before the backup capability goes out the door.

This policy should not only disable the service, but also either hide or disable the UI for controlling it.

Bug 1890579 is a meta, so I think we can skip severity and priority - but yeah, this one I'll set. We basically just want admins to be able to turn this feature completely off if they want via policy.
