Refinement notes:

There are different rules for the nav bar versus the URL toolbar; should this ticket track both or just the nav bar expectations?
--> Aarjav: as long as the nav bar works as mentioned in reqs, it would be OK to defer URL toolbar adjustments to Phase 2. -
Simplification: this essentially just means the Nav Bar border should be shown when the toolbar is at the top, and hidden when the toolbar is at the bottom.

"non-selected"? -- this means when on the homepage state
--> is there anything we'd need to do for the selected state?
----> in selected state, there should be no border. This is already done. -
Roger: the nav bar might already be doing this. This ticket could remain open but represent the relevant phase 2 "address bar" work.

Adding this bug to phase 2's Nightly milestone, but also leaving it linked to our phase 1 meta bug until we determine whether we need need to fix the nav bar border ing phase 1.
