Details
Have several picture file types (png, tiff, gif) in the Finder and start to drag
and drop them one by one on a new window, use always the same window.
As soon as you drop a tiff file, it is displayed but the further drag and drop
are no more accepted.
Click the Back button to display a previous non-tiff picture, drag again, it
works again.
I did not make further tests to see which file type are triggering this bug as
there are other bugs filled for broken QT support of some file types.
Build 2003011104, QT 6.1, all images were with a GraphicConverter icon.

TIFF files are rendered by the Quicktime plugin, which does not support image
drag and drop.
Or are you saying that if you try to drag a JPEG _after_ trying to drag a TIFF,
the JPEG drag fails?

Yes after a tiff, nothing else is displayed.
This goes for any image that needs to be drawn using a plugin. So Tiff but also
flash files.
Summary: Dragging some picture type stop further draggings → Dragging picture drawn using a plugin stop further draggings
