1890578 - Add Glean counters for Bounce Tracker purging and purge failures

When a site is purged because it was detected as a bounce tracker we should use a counter to keep track of that. We should also count failed purge calls.

I wasn't aware of the new guideline. Looks like this doesn't need data-review. Thanks for pointing it out.

Updates from April 2024. Would be good to mention the change on the page. Like the November 2017 change is mentioned too.
