Overview: On the palm device create a category with no records. In Mozilla AB
create an address book with no cards. Perform a HotSync:

Actual Results: No change occurs
Expected Results: The new category should appear in the MozAB and the new
address book should display in the palm device.

This is by design. There are limitations on Palm to have at most 15 categories
so there is no point in synching an empty AB in Mozilla to Palm as a category
with no records. And to keep it consistent the opposite is also true.

When verifying this bug also try this scenario (it may require a new bug)

1. The same category/address book appears on both devices (palm device and
mozilla address book (i.e. AB1)
2. The category/address book have no records/cards
3. On the palm device rename the category (i.e. AB1 --> AB2)
4. In the mozilla address book add one card
5. Perform a Hotsync

Actual Results: No change on either side. Then I added a record to the palm
device, performed a Hotsync and now the palm device still has AB2 and mozilla
address book has AB1 and AB2

Expected Results: The palm device should take the new card from step# 4. The
mozilla address book should rename AB1 to AB2.
