Steps to reproduce:
Start Thunderbird, use as normal and then close down using the Windows 'Close' ( X ) at top right. After that, Thunderbird cannot be restarted. You need to go into Windows Task Manager, stop the Thunderbird background processes. After that, Thunderbird can be restarted.
User string: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:115.0) Gecko/20100101 Thunderbird/115.10.0
Actual results:
Attempts to restart Thunderbird fail unless that background processes are first stopped.
Expected results:
Thunderbird should have restarted normally.
