Steps to reproduce:

When you start up Firefox, and you go to your 1st website that uses the password manager, Firefox asks for your password manager password in a pop up window.

Actual results:

I have a 2 monitor setup on my Windows PC. This is is repeatable every time. The password pop up window appears behind other windows on the opposite monitor (not the same as the one Firefox is on). The user does not see the pop up window.

Expected results:

The password pop up window should appear on top of the Firefox window - on the same computer monitor as Firefox.
