Hm. I'm not able to reproduce this bug... when I see the header video at https://www.twitch.tv/chess24, I see the toggle, and clicking on it works properly. Similarly when I visit one of the featured clips (example: https://www.twitch.tv/chess24/clip/ProductiveBlatantVelociraptorJKanStyle-Jjp9YbX2NJ40DNJZ), the toggle appears and seems to work.
What am I missing?

Did you try it on the livestream? When I went to reproduce it right now the livestream wasn't running. I could use PnP on the header video.

Ah, no, I wasn't watching a livestream - but it wouldn't surprise me if they had some widgetry overlapping their video. Even transparent widgetry is, unfortunately, enough to confuse the toggle (see bug 1543805).
This may very well be a dupe of bug 1543805. Next time a livestream occurs and you see this, I'd be very curious what the DOM looks like if you use the DevTools and Inspect the video near where the toggle is. My guess is you'll find an iframe with a transparent document in it.
From my own testing, the PiP toggle works for VODs and clips. I agree that it's very likely that the issue originated from an overlapping iframe via a Twitch extension.
Keeping the reference to Bug 1543805 as a "See Also" however, and instead marking this bug as a DUPE of Bug 1655802. Feel free to re-open the issue if you think it comes from something else.
