This is a partial clone of bug 1826086, for tracking the decryption functionality, only.

Encryption will be done later. Bug 1826086 will be changed to tracking encryption, only.

I think this won't need any changes at the Thunderbird application level.

It should be sufficient to fix NSS bug 215997 and uplift the related NSS version into m-c.
