TODO: actually test this
webgpu/webgpu/idl tests have been around for a while, but bug
1876161
introduced a lot of new webgpu/webgpu/worker tests. The redundant
webgpu path component is confusing; it's much better to place these
tests in the webgpu/cts directory instead, like the vast majority of
other CTS tests.
