Can we test builds from autoland over that range? You should be able to use the target.installer.exe
artifact from any build-win64/opt
job. Looking through the pushlog range, https://hg.mozilla.org/mozilla-central/rev/7baf87c28b45349740659c6b573ca409725a9dae looks maaaybe plausible?

I've confirmed it's the patch you linked. I also think that's what's causing Bug 1893109. I've attached a change to fix this.

It looks that using the latest Nightly build from Archive.org https://archive.mozilla.org/pub/firefox/nightly/2024/04/2024-04-25-09-41-16-mozilla-central/ this is now back to normal for both install and uninstall.
We tested the following builds: .exe, stub, .msi, .exe 32bit and .msi 32bit
We tested the following OSs: Windows 11 and Windows 10
