Request from the Media Team. We occasionally see issues with stuttering video -

In this particular case, the user wasn't experiencing dropped frames. Disabling Windows video hardware acceleration fixed the issue.

Not sure if it's possible, but it would be great if we could detect video playback issues like this on the painting side and report that back via Glean with the environment data we get so we can identify common graphics adapters that experience video playback issues.
