As part of multiple concurrent profile support, we'll need to notify running instances when one of them changes properties of a profile in a way that impacts the profiles UI shown in another instance--or in the profile selector window, if that's currently running.

This bug captures the work needed to extend the remoting service to (1) broadcast specific command-line arguments to multiple running instances of a given install, and (2) define and implement that new command-line argument.

The notification doesn't need to include any information about what changed, but just notify that something has changed, triggering running instances to refresh from the latest content in the shared database.
