The title is rather self-explanatory. There are times when the ALT text displays useful info. I realize that Mozilla does something similar if there is a TITLE attribute, but ALT is far more common. Perhaps there could be an option in the preferences to choose the behavior?... Reproducible: Always Steps to Reproduce:
no browser should display the alt text as popup. *** This bug has been marked as a duplicate of 25537 ***

verified. Alt-text should't be displayed as a tooltip, that's what title is for.
