I did a few searches for a bug/feature request like this one, but could find
nothing. The title is rather self-explanatory. There are times when the ALT text
displays useful info. I realize that Mozilla does something similar if there is
a TITLE attribute, but ALT is far more common. Perhaps there could be an option
in the preferences to choose the behavior?...

no browser should display the alt text as popup.

verified. Alt-text should't be displayed as a tooltip, that's what title is for.
