I wanted to give this a shot to see how hard would it be... Turns out it mostly works, but I'd need to somehow prevent blurring the titlebar corners which is a bit tricky...
Same for menus, we could easily blur the client area inside the menus, but we'd need to detect the rounded corners too to avoid blurring them.

The blocker for this to be landable either for menus or the titlebar is really dealing with the window corners properly. https://invent.kde.org/plasma/breeze/-/merge_requests/455 is trying to do the same...
