Steps to reproduce
- Load a webpage that is displayed in a different language than the browser.
- Select a random string of text and open the context menu.
- Select the Translate option.
- Start navigate on translation panel using the "Tab" keyboard key.
Expected result
- The keyboard navigation is possible on select translation panel.
Actual result
- Keyboard navigation is not possible on select translation panel, pressing the tab key nothing happens.
Regression range
- Not a regression.
Additional notes
- The issue also appears on the translation error page, keyboard navigation is not possible either here.

I believe that this is a duplicate of Bug 1893100.
There is quite a lot of discussion in that bug, but the final decisions are recorded in comment 15.
To recap, this is undesirable (but expected) behavior, as the OS-level setting for macOS keyboard navigation is likely disabled. In the future, we'd like to override this default throughout all of Firefox.
For now, to enable keyboard navigation, users must enable the operating-system-level setting on macOS for keyboard navigation before keyboard navigation will work in the panel.
System Settings > Keyboard > Keyboard navigation (use keyboard navigation to move focus between controls. Press the Tab key to move focus forward and Shift Tab to move focus backward)
