1894020 - Build dialog for restoring from a backup

This dialog will contain a custom element that allows a user to select a backup file to restore from, and (if encrypted) to enter a password to decrypt it. It will be a custom element that will emit a BackupUI:InitWidget event upon binding to the DOM, and emit a BackupUI:UninitWidget upon being removed from the DOM.
