Insert an instructive comment in the prefs.js file, that explains that users who
wish to edit their preferences should (create and) edit the user.js file and NOT
edit the prefs.js file.
This comes up frequently on the list.

this shouldn't be done. direct editing of prefs.js is dangerous. malformed pref
additions can cause the loss of other prefs in the file. users who need to make
edits should use the existing preferences UI or about:config.
