Steps to reproduce:

"Firefox reopens a URL from a past session after closing session then opening Firefox Private."
OS=Win 10 Pro.
Firefox version= 125.0.3 (but this happened with several older versions also)
conditions: My Firefox home page setting "Firefox Home (default)"
conditions: My Firefox new tab setting is "Firefox Home (default)"

To reproduce (this is 100% reproducible for me):
Open Firefox (non-private) using this shortcut:
"C:\Program Files\Mozilla Firefox\firefox.exe"
Navigate to a web site: in this example, I use cnn.com
Close Firefox (close all Firefox windows)

Open Firefox Private Browsing using this shortcut:
"C:\Program Files\Mozilla Firefox\private_browsing.exe"
navigate to any web site: in this example, I use nbcnews.com
(Leave this window open)

Open Firefox (non-private) using this shortcut:
"C:\Program Files\Mozilla Firefox\firefox.exe"

Status: The Firefox (non-private) window has 2 tabs. The 2nd tab is New Tab (for me, Firefox Home), which is fine.
But the problem is the 1st tab that. It is the last page I visited using Firefox (non-private), which is cnn.com. This should not happen.

Actual results:

No, the "open previous windows and tabs" setting is unchecked. (I have always had that setting unchecked).

Reproduced on a windows 11 vm running fx125.0.3

The open previous windows and tabs option is unchecked, but the tabs reappear. I tried using multiple tabs and all of them come back. Only the normal browsing mode tabs come back, the private browsing window works as expected.
