Steps to reproduce:

The most notable, so far, case this occurs on is TikTok.

  1. Visit TikTok.
  2. Click on the login button.

Actual results:

The cookie banner never appears, and users cannot login. It's more disruptive if someone visits the site for the first time, or after clearing cookies, as there is no indication to the user (although ESC would work) on how to hide the broken login modal.

Expected results:

Regressed by 1878158.

tgn-ff, since the regressor bug 1878158 was backed out, does this issue still exist? I tried to reproduce with the latest nightly build and could not reproduce.
