1895498 - Enable preference in Nimbus for DTLS1.3 WebRTC

Hello,
We (NSS) would like to ensure that when we enable DTLS1.3, we have an option to flip the preference in case of emergency.
In order to achieve it, we have reached out to Release Engineering team (https://app.slack.com/client/T027LFU12/CF94YGE03), and they adviced us to prepare a patch for Nimbus.

I attach here the patch, but as it's my first encounter with Nimbus, I am not sure whether it's enough. I would be happy if you can take a look!
