Cell contents and cell borders overlaps when table has
border-collapse:collapse; and tbody has scrollbar.
Cell contents are scrolled, but cell borders are not scrolled. 

If table has border-collapse:separate;, this problem is not reproduced.

Cell borders in tbody element are not scrolled.

Expected Results:
