In bug 189625, a user had a problem that he deleted the en-US locale from the Language/Content pref panel after having the de-AT pack installed. Now, there's no venkman translation in de-AT, but the reference to the en-US venkman locale was deleted from the chrome registry as well, and therefore the user got missing entity error when launching Mozilla. The solution should be as following: When deleting a locale pack, don't remove refrences to locale packs that only have one installed language currently.

I don't believe there's a way, in current products, to remove the build language. If that's the case, it shouldn't be possible to reproduce this bug anymore. Feel free to reopen if there's still a current use case.
