The top-level ESLint configuration file is currently very large (~2500 lines), mainly due to all the rollouts that are in progress.
I'd like to split the rollouts into a separate module as this will help achieve several things. Firstly, it should make it clearer what main configuration is. Secondly it will provide clarity on which parts are currently rollouts making it easier to know what we have to finish off and what we don't want to be adding to.
