Release Note Request (optional, but appreciated)
[Why is this notable]: Enabling CHIPS (Cookies Having Independent Partitioned State) in Nightly allows web developers to experiment with the spec and be prepared for future third-party cookie deprecation. Note that this is Nightly only, so it's for the nightly release note.

[Suggested wording]: From 128, Firefox Nightly starts to support CHIPS (Cookies Having Independent Partitioned State).
