1898762 - beetmove windows nightly full installers for en-US to -l10n directory

Currently en-US installers are copied to latest-mozilla-central, latest-mozilla-central-l10n and [timestamp]-mozilla-central directories on archive.mozilla.org/pub/firefox/nightly. For bug 1895249 to work we need a location where we can find a specific date's installer, regardless of locale, so the easiest would be to put the en-US installer next to the other locales in [timestamp]-mozilla-central-l10n.

This makes it possible for bouncer to point at any locale's installer in
the same place (see bug 1895249).
