Enabling BTP in dry-run mode only in release will help test feature stability while maintaining low risk. It also allows us to collect telemetry and identify potential false positives.

Thanks! I did see Bug 1899244 come up so I want to make sure we don't have any production shutdown hangs before flipping the pref.

This allows us to disable the feature without shipping code if we
encounter breakage in release.
