After Bug 1880803, the NetworkObserver will either provide cache details during the initial call to the network event owner, or separately via a call to owner.addCacheDetails if the observer was created with earlyEvents: true.
We should be able to consistently use addCacheDetails to reduce the difference between earlyEvents & legacy.
