in bug 1844627 there is discussion around intermittent failures that show up when we don't have the same graphics driver loaded in windows. This bug will verify in a preflight check (within the scope of the task) that the driver is active and if not, it will fail the task and cause it to retry (turn blue on treeherder)

I'm seeing a couple of instances of this happening again recently for WebGPU CTS, and I'm wondering if I should open a new bug, or reopen this one. The only difference seems to be that the Windows runners changed to 24H2 recently. 🤔

NI'ing :jmaher for clarity on what next steps should be.
