Currently layout.css.content.alt-text.enabled is nightly-only.

Any reason not to do this on the a11y side?

No problems I'm aware of. It's possible there are some bugs lurking regarding dynamic changes that I've missed - getting this working was a little tricky - but they would just be bugs like any other bug (and we'll deal with them accordingly if/when they're filed).
