Steps to reproduce:

Watch a stream on Youtube using the VP09 codec. It will drop at least 1% of its' frames, so there's intermittent choppiness. Running off of Intel Iris Xe G7 graphics on 13th gen intel CPU. Streams in other codes are not affected. This does not occur in Edge.

Actual results:

The stream was choppy at points and dropped 1%+ of its frames.

Expected results:

Occasional framedrops are expected, but there should be very few if any and it shouldn't be noticeable.

The Bugbug bot thinks this bug should belong to the 'Core::Graphics' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Anyone there? I've noticed that the provlem has gotten a bit worse, now even VP09 streams that don't perform poorly still freeze up periodically and drop 100+ frames.

Here's another profile! Dropped 1.3% of the stream frames during this duration, though there was noticeable frameskip.
The mode was set to Media on the profiler. Should it have been graphics instead?

This doesn't happen in Edge, and none of my system resources are maxed out. DX11 Reuse Decoder Device is set to false, as well. What could be the bottleneck here?

Killed the process in Task Manager that videos were running through and that seems to have improved performance. Still, this feels eerily similar to bug 1890622, so I really hope that it isn't relapse of that.
