1900182 - Create a tiktok embed shim for ETP strict and PBM

We should experiment with a TikTok embed shim that provides a placeholder for when the shim is blocked. Clicks on the placeholder should unblock the 3rd party resources needed for the shim to work and dynamically load it.

Note that TikTok seems to have different embed types. Either the site itself directly embeds an iframe like in this example or the site inserts a simpler skeleton element along with a script that. The script will then insert the iframe.
