1900638 - Permanently enable the new search config

We have been rolling out the new search configuration to release users and have not had any problems reported. Hence we can turn it on permanently. As we're close to freeze for 128, which will also be ESR, we'll remove the preference and force it on permanently.

In 129 we'll start removing the old code under bug 1870686.

There is no need for qe+ here, extensive testing has been done here as feature work, also augmented by the Search merge regression test run.
