Steps to reproduce
- Have Accessibility Scanner installed.
- Open an external browsing app (i.e. Gmail).
- Open a link to a website.
- Scan the Custom tab using the Accessibility Scanner.
- Check the custom tab toolbar.
Expected behavior
No suggestions are made.
Actual behavior
This item's height is 18dp. Consider making the height of this touch target 48dp or larger. A par3ent container mey be handling touch events for this item. If selecting the larger container performs the same action as selecting this item, consider defining this item as not clickable. If a different action is performed, consider increasing the size of this item.

As with the bug 1900816, I'm setting the accessibility severity to access-s4
because in this specific case, the row above the URL/domain of the page (the tab's title) should have the same target as the title, thus extending the interactive area for the same target.
In general, as Vasilica mentioned above, it's expected that interactive target areas are to be 48dp or larger to allow users with limited dexterity and users on the go to better target and tap controls (per WCAG 2.2 Level AAA Success Criteria 2.5.5 and 2.5.8 Target Size (Enhanced and Minimum)).
