Steps to reproduce:
Firefox is having this happen on all websites and in menus for the application.
Actual results:
Running in safe mode fixes the issue but I can't find what's causing the GUI glitch. I've tried completely re-installing Firefox and make a new profile but it didn't work.
Expected results:
It appears to be a theming issue mixing up dark and light themes.

Theme is basically the styling of our UI, but this issue affects web content, so it seems like there's an issue somewhere in Gecko or OS integration code. Looking at the screenshot again, CSS Parsing and Computation or Widget: Win32 might be more fitting than Graphics.
