190199 - Incorrect hover text when File message button is used

This applies only to the "File" message button, not to the Menu; Message;
Move... method.  This is in regard to the HOVER TEXT when you hover over a
target mail box  while navigating the list of mail folders and mail boxes.

Reproducible: Sometimes

Steps to Reproduce:
1. Use "File" message BUTTON to file a message in a mail folder.
2. Navigate to a mail box.
3. Hover over mail box and view the "hover text".
Actual Results:  
SOMETIMES the text says "Delete selected message or folder"

Expected Results:  
Should say "File selected message".

The incorrect text is associated with the "Delete" button.

This only occurs some of the time.  It SEEMS that it occurs when the previous
menu or button action has been OTHER THAN using the File button; but I am not
sure. It seems quite variable.

While this is a minor item, a novice user could become quite confused.
