I believe preffed off chat menu items from bug 1894998 were broken by bug 1898764 because of its usage of handling commands at the parent menu instead of from dynamically added individual items. But the current code structure is also problematic for non-contextmenu entrypoints, so we can clean that up at the same time too.

Refactor building chat menu from prefs and context passing. Reuse message targeting for optional contextual filtering of prompts.
