Steps to reproduce:

Steps to reproduce is to actually use fenix EXTENSIVELY to encounter the issue randomly. All I did was search "what movies to watch" in Google and scrolling upwards/downwards did not collapse the toolbar. I can reproduce the issue n number of times in the previous line by opening another tab while I'm typing this bug report. I hope the team can reproduce this. Please view the video for better understanding.

Actual results:

On scrolling on certain instances, the toolbar doesn't collapse whether it is in the top or bottom. I want to be clear, in both top and bottom toolbar this happens. This happens not just in Google results page but also on several other websites. As you see in the video only refreshing the page again collapses the toolbar while scrolling. Expected results:

Toolbar should collapse while scrolling in all instances whether it is a bottom or top toolbar.

The issue can be easily reproduced by typing "what movies to watch" in the URL bar and the Google search results will not collapse the URL bar on scrolling.
