Update to 127.0 cleared Recently Closed Tabs and Windows

Steps to reproduce:
Accept Firefox update to 127.0 after restarting system (Windows 11). Decline entering main password when prompted by Firefox. (I don't recall having seen that prompt before.)
Actual results:
When the Firefox window appeared, it contained only a tab about the new version. The "History/Recently Closed Tabs" and "History/Recently Closed Windows" were greyed out and did not contain any items. I had a carefully curated collection of many open tabs in two separate windows and that collection has now disappeared. I checked "about:profiles" in case Firefox had somehow created and started using a new profile and my collection was still available in an older profile, but that wasn't the case.
Expected results:
I expected Firefox to restore the tabs and windows that were open when I last closed Firefox, as has nearly always worked before. And if Firefox did not restore the tabs and windows automatically, then I expected them to be available via the "History/Recently Closed Tabs" and "History/Recently Closed Windows" functionality, as has always been the case before.
