1903127 - Move the single-file archive to the user configured path with a localized filename

By default, this is a folder beneath the user's Documents folder, but it is user configurable via browser.backup.location.

When moving this, if we determine that the browser.backup.location does not actually exist, we should fallback to putting the folder/file into the user's Documents folder. If a Documents folder doesn't exist somehow, we'll fall back to putting it within a folder in $HOME.
