1903280 - Microsurvey can obscure the download complete dialog

If the user finishes downloading a file

• if the microsurvey prompt is already showing users won't see the "download complete dialog", which will appear underneath
• if the microsurvey prompt will be shown soon after the "download complete dialog" is already displayed then this will get hidden

What worked to order multiple CFRs on the home screen was to implement a manager to decide when and which prompt to be shown.
Maybe something like this can be implemented for the browser screen also.

As far as I can see this only affects the BaseBroswerFragment - the HomeFragment view is unaffected.
